Motor Carrier Specialists, Inc. (M.C.S.) is a service-oriented
firm specializing in safety and compliance management serving the commercial
transportation industry.

Career history includes 20-plus years experience with
the California Highway Patrol (CHP) and the Commercial Transportation
Industry. Since 1988, Dave has been attached to the Motor Carrier Safety
Unit as a Motor Carrier Specialist performing over 2000 BIT
terminal inspections, school bus inspections, and hazardous waste and
flammable/combustible cargo tank terminal and tank inspections.
Four-years were served at CHP scales facilities providing on and off highway
vehicle inspections. The last position with the CHP was as the Motor Carrier
Safety Unit Coordinator for the Inland Division Office. Dave reviewed
all inspection reports for accuracy and compliance with applicable law
and regulations, along with department policies from field personnel.
Prepared criminal and administrative law complaints and suspension notices
and coordinated strike forces for commercial unit on highway enforcements.
He instructed and acted as liaison to the Commercial Transportation Industry
and educated the industry on all subjects related to the regulation of
the Industry from Federal Audit Training to HAZMAT security to hours of
service training and basic terminal inspection guidelines.
Previous work experience within the transportation industry was as a Transportation
Coordinator/Supervisor and Driver Trainer with Durham Transportation.
Dave specialized in driver pre and post trip inspections and behind the
wheel training. Duties also included scheduling and routing students transportation
and supervising 50-plus drivers.
Rick Holliday
Professional experience includes that of ten years in law enforcement,
thirteen-plus years as a State Certified Traffic Safety Instructor and
twelve-years in the transportation industry involving safety and maintenance.
Responsibilities as a Safety Director/Compliance Manager within the transportation
industry involved developing, administering and directing a comprehensive
Safety Program. Other duties included overall company compliance with
Federal Motor Carrier Safety Regulations, Department of Transportation
(D.O.T.) and individual State motor vehicle regulations.

Also qualified the driver hiring process in accordance
with DOT Driver Qualification files, medical files, personnel files, training
files and California Employer Pull Notice System. Oversaw company compliance
with the Federal Drug/Alcohol Testing Program, Hours-of-Service, DVIR.s
and Vehicle Maintenance Program, OSHA regulations and DOT HAZMAT regulations.
Ensured all terminals pass their BIT (Bi-annual Inspection of Terminal)
and DOT inspections and provided subrogation of accident claims. Researched,
developed and implemented company policies and procedures and training
manuals. Initiated all company driver recruitment advertising. Maintained
and generated the companys Driver Turnover Rate Analysis Report.
Member- Emergency Response Call Out Group, including accident investigation.
Employment with the American Auto Traffic Schools as a State Certified
Traffic Safety Instructor (13-years) entails instructing students on the
safe driving habits, updated laws that affect the driver, the drinking
driver and how it can effect them and the penalties as it relates to them
and their families. Further instruction is given on proper vehicle maintenance,
discussion on accidents, safe driving habits, pedestrian safety and the
law that relate to them. This is a State of California Certified Program
