There are several rate plans that do not receive the discount (by the way, it is 17% now and will be 18% before year end).  Additionally, there are accounts that cannot be coded for the discounts (like when there’s a delinquent). Presently, there are only a small number of members who do not qualify. Below is the coding disclaimer as it appears August 12, 2010:

Here is the current disclaimer from Sprint about these programs:
By submitting your account information you authorize the addition of the discount code to your account which will reduce your monthly bill. Eligible Corporate Liable units (accounts associated with a Tax ID number at Sprint) will receive a 17% discount on monthly service. Eligible Individual Liable units (accounts associated with a Social Security number at Sprint) will receive a discount of 15% on monthly service. Monthly recurring charges are discountable with the exception of Simply Everything, Mobile Broadband Plans (we have special discounts), Special Blackberry plans (the ones that are in our contract), Third Party Apps such as Telenav, Actsoft, Cheetah, etc. and services such as: Nextmail and iDEN MobilePics.

Conversion to this savings program limits your contract term to one year. By submitting you agree to an extension of your contract through a date one year from the date your account is converted.  Discount codes will be added to your account within five business days of accurate data submission. Discounts will appear on your monthly bill starting with the first full billing cycle after codes are in place. Discounts will not be applied to accounts if the account is already coded to another corporate account program. Discounts also will not be applied to accounts if they are delinquent; have account spending limits or those individual accounts that have not had a Sprint credit evaluation.
