Truck drivers who don’t regularly haul loads to and from the Port of San Diego may not be aware of a new requirement going into effect this week.

The Port of San Diego is requiring trucking companies that haul to and from the port to register truck owner information into its eModal computer system. The port recently e-mailed some companies to make them aware of the new requirement, which it termed “mandatory for truckers entering” the port.

“The deadline to comply is Jan. 22, 2010,” port officials stated.

The Port of San Diego says its registry is based on the California Air Resources Board’s statewide port drayage rule. CARB, however, has its own drayage registry that truck owners are required to comply with.

The message goes on to instruct trucking company owners to log in to the www.emodal.com Web site, go to Trucks/Drivers, eModal Trucker Check, Manage Trucks and take several other steps.

OOIDA Director of Regulatory Affairs Joe Rajkovacz said the port’s lack of information about the registry will likely lead to delays for drivers who don’t work at the port every day and who don’t know about the new requirement.

“This requirement seems to once again assume everyone who serves a port is dedicated to that activity and thus even has an awareness of eModal,” Rajkovacz said.
