STAR Awards Program – 2010

APPLICATION DEADLINE HAS BEEN EXTENDED TO JULY 1, 2010


On September 19, 2010 the California Highway Patrol (CHP) will introduce the Safe Transportation Achievement Recognition ("STAR") Awards program, to formally recognize California motor carriers in the truck and bus industry for their efforts in making safety the number one priority in their day-to-day operations.

Awards will be presented in the following categories:

Truck:

  • Truck (except hazardous materials) - Motor carriers with 3 or less power units;
  • Truck (except hazardous materials) - Motor carriers with more than 3 but less than 20 power units;
  • Truck (except hazardous materials) - Motor carriers with more than 20 power units;

Truck - hazardous materials:

  • Truck (*hazardous materials [HM]) - Motor carriers with 3 or less power units;
    *more than 50 percent of daily operation involves transportation of HM
  • Truck (*hazardous materials) - Motor carriers with more than 3 but less than 20 power units;
    *more than 50 percent of daily operation involves transportation of HM
  • Truck (*hazardous materials) - Motor carriers with more than 20 power units;
  • *more than 50 percent of daily operation involves transportation of HM

Bus:

  • Bus - Motor carriers with 1 - 10 buses;
  • Bus - Motor carriers with 11 - 25 buses;
  • Bus - Motor carriers with 26 or more buses.

Entry Criteria

  • Company with one or more terminal locations in continuous operation in California for a minimum of six years;
  • Minimum of three consecutive "satisfactory" rated BIT (truck) inspections at all terminals and no "unsatisfactory" ratings for past six years;
  • Minimum of six consecutive "satisfactory" bus terminal inspections (all terminals) and no "unsatisfactory" ratings for past six years;
  • Truck & Bus - Current "satisfactory" rating for compliance with Controlled Substances and Alcohol Testing (CSAT) requirements; no "unsatisfactory" CSAT inspection ratings;
  • Truck & Bus - Valid intrastate or interstate permit, registration, or authority;
  • Truck & Bus (interstate) - Federal "Safety Evaluation Areas" (SEA) rating of 75 or less.

Scoring Criteria

Inspection History:

  • Currently rated "satisfactory" by the California Highway Patrol at all terminal locations throughout the state, and no "unsatisfactory" terminal inspection rating during the past six years.
  • Currently rated "satisfactory" by the California Highway Patrol for compliance with CSAT random testing requirements, and no "unsatisfactory" CSAT ratings during the past six years.

NOTE: Interstate motor carriers must have a federal Safety Evaluation Area (SEA) score of 75 or less, no "unsatisfactory" federal rating within past six years, as well as "satisfactory" California Highway Patrol inspection ratings.

Citation history:

Total number of power units, divided by the number of citations (during past three years), multiplied by one. This total will be deducted from the overall score.

Collision History:

Total number of power units, divided by the number of collisions (during the past five years), multiplied by five. This total will be deducted from the overall score.

**Training (may require documented verification):

On-going driver training program(s)

Hazardous Materials carriers - On-going driver training program(s) and verifiable compliance with all mandatory hazardous materials training requirements for drivers and/or employees.

**Efforts to Maintain High Levels of Highway Safety.

**Other achievements during past six years.

**Community service during past six years (food drives, sponsored events, etc.).

Number of Years in Industry - # years multiplied by total # of points scored.
Example: 10 years in industry and 200 points =.10 x 200 = 20 points.

NOTE: Items marked with two asterisks (**) will be scored based on the depth, magnitude and/or impact of each item. Validation of information provided by each applicaton will be researched through the MISTER system, MCMIS (federal database), and any other available data.

Application

After receiving applications from the industry, a five member team consisting of judges from CHP and motor carrier industry representatives will review, analyze, and score each application to determine awards recipients. Applications are available here for downloading. Download application here.
