The purpose of this document is to provide CDTOA members and affiliates with the current status of the CARB On-road Truck & Bus Rule or the “Rule”. The Rule is in full force and effect and has not been “delayed” or “suspended” as Transport Topics recently indicated. In September 2010, the Rule will likely be further modified for fleets of four or more trucks subject to the Rule. As a result of the April 22nd Board meeting, over the next four to five months, CARB staff was directed to work on:

A computer model that the Air Resources Board used to justify historic restrictions on diesel emissions from off-road construction equipment may have attributed twice as much pollution to those heavy trucks as they actually produce, according to interviews with ARB staff.
